North Korea notifies neighboring Japan it plans to launch satellite in coming days TOKYO (AP) — North Korea has notified neighboring Japan that it plans to launch a satellite in coming days, which may be an attempt to put Pyongyang’s first military reconnaissance satellite into orbit.Japan’s coast guard said the notice it received from North Korean waterway authorities said the launch window was from May 31 and June 11 and that the launch may affect waters in the Yellow Sea, East China Sea and east of the Philippines’ Luzon Island.Japan’s coast guard issued a safety warning for ships that would be passing through the area during the launch window. Japan’s coast guard coordinates and distributes maritime safety information in East Asia, which is likely the reason it was the recipient of North Korea’s notice. Only a few showers and storms on Memorial Day

Only a few showers and storms on Memorial Day AUSTIN (KXAN) -- Partly cloudy skies continue the rest of the night. We'll carry a low (10%) rain chance, but most of the time looks dry and partly cloudy with overnight lows in the upper 60s.Memorial Day stormsThe Memorial Day forecast has continued to trend drier, but a few showers and storms remain possible. What looks likely to happen is that a cluster of more widespread storms will miss us to the southwest and south while robbing our area of some of the moisture and instability needed to bring us more rain. That being said, we still think a few spotty showers and storms remain possible, especially Monday afternoon and evening.GRAF Model output for Monday afternoonI've lowered rain coverage further to 30% for Monday and I think much of the day will be dry. At best the rain coverage is scattered, but most of the time it's rather isolated.Memorial Day rain chancesAny downpours and storms could still bring some localized heavy rain and a 1 out of 4 flash flood threat still exists f...

With both chambers signing off, the bill now goes to the governor to sign into law.At issue was the "dead suspect loophole," an exemption in the Texas Public Information Act that gives police discretion to withhold records from the public in cases where a suspect doesn't go through the court process. It has been used to block records from being released in cases where a suspect dies in police custody -- the focus of a six-year KXAN investigation.Problems caused by the 'dead suspect l...
